For anyone who knows who this is you are a true Avatar fan and get a cookie. This is Kinto, he's one of the characters that appeared in the Avatar trading card games. I was really sad he was never in the show...

Kinto was banished from the Northern Watertribe for his malicious practical jokes. In the game he appears as both an enemy to the Gaang and the fire nation. He uses a darker style of waterbending involving ice spikes and bending the water in peoples stomaches. He lives as a nomad traveling the world.
